Rwanda Takes Bold Steps to Bridge Aviation Skills Gap: New Diplomas Launched and Civil Aviation Regulations Updated

Rwanda is accelerating its ambition to become a regional aviation hub with two major initiatives aimed at closing critical skills gaps in the fast-growing aviation and logistics sectors.

On March 25, 2026, Rwanda Polytechnic officially launched two new Advanced Diploma programmes at its Kigali College:

Airline and Airport Management

Logistics and Supply Chain Management

These programmes are designed to equip hundreds of students annually with practical, industry-ready skills in airport operations, airline services, cargo handling, and supply chain logistics. The launch directly responds to rising demand for qualified professionals as Rwanda expands its air transport infrastructure and connectivity.

Speaking at the event, officials emphasized that the new courses will help bridge the gap between academic training and real-world industry needs, ensuring graduates can immediately contribute to Rwanda’s aviation ecosystem.

Regulatory Overhaul Paves the Way

The diploma launch follows an important regulatory update by the Rwanda Civil Aviation Authority (RCAA). On February 15, 2026, Special Regulations N°RSR/001/2026 came into effect, introducing targeted amendments to the Rwanda Civil Aviation Regulations (RCARs).

Key areas updated include:

Personnel licensing

Air operator certification

Aviation security

Safety management systems

Drone (Unmanned Aircraft Systems) operations

Economic regulations

These changes strengthen regulatory capacity, enhance safety and security standards, and support the sustainable growth of the sector while aligning with international best practices.

By addressing both workforce development (through education) and regulatory frameworks, Rwanda is tackling two foundational pillars of a robust aviation industry: a skilled local talent pool and a modern, compliant operating environment.

Rwanda’s aviation sector has seen steady expansion, driven by investments in infrastructure, increased air connectivity, and growing tourism and trade. However, like many emerging markets, the country has faced a shortage of specialized professionals in airport management, airline operations, and logistics.

Claudette Irere, Minister of State for Education, highlighted during the launch that skills development remains central to Rwanda’s future, reinforcing the government’s commitment to aligning education with economic priorities.

The new diploma programmes are expected to admit their first cohorts soon, with a strong focus on hands-on training and industry partnerships. Stakeholders anticipate that these efforts will not only reduce reliance on foreign expertise but also create new career opportunities for Rwandan youth in a high-growth sector.
